Baltimore, MD. March 26, 2010 - Gloria Larkin, President and founder of TargetGov, a prospering national marketing company focused on the federal contracting market, recently received her third Maryland’s Top 100 Women Award from The Daily Record. This third honor affords her the distinction of being named to The Daily Record’s Circle of Excellence; she is one of only fifteen women in Maryland to be inducted into the Circle of Excellence in 2010.
The Daily Record, a Maryland-based newspaper, annually recognizes 100 high-achieving Maryland women as demonstrated through their professional accomplishment, community leadership and mentoring. The newspaper initiated the award in 1996.
Larkin, who previously won the award in 2004 and 2007, has built TargetGov’s reputation in recent years by working tirelessly to ensure that her clients understand what it takes to be successful in government contracting. Through teleseminars, many provided free of charge, personal consultations, and numerous speaking engagements, Gloria has helped businesses nationwide become acquainted with the government contracting market and procure many large-scale government contracts.
“TargetGov was created as a niche expert consultant service addressing the federal market’s quirks and requirements. The best proof of our effectiveness is our clients’ success,” said Larkin.
While operating TargetGov, Larkin also advocates for business women nationwide, serving as the national Procurement Committee Co-Chair for Women Impacting Public Policy (WIPP). Larkin comments, “I became involved in WIPP because of the non-partisan process—WIPP looks out for member’s best interests, not endorsing or following a party-mandated route. I found that refreshing and ultimately, better for business.”
A special ceremony will take place on Monday, May 3rd, 2010 at the Meyerhoff Symphony Hall in Baltimore to honor this year’s award recipients.

Veteran-owned Aerospace Company Recognized for Completing $7.7 Million Air Force Contract
Vetrepreneur Magazine Article Highlights Patriot Taxiway Industries, Inc.
Lomira, WI. Patriot Taxiway Industries, Inc, an up and coming, veteran-owned business in the aerospace field, was recently profiled in the January edition of Vetrepreneur magazine for completing their large-scale, government contract.. The company, composed of fifteen employees, successfully closed their multi-million dollar contract with the U.S. Air Force, supplying 2,000 Dual Mode Portable STAND GUARD©LED lighting systems to 28 Air Force Bases worldwide.
Patriot Taxiway Industries, Inc stepped into aerospace and aeropart manufacturing a little over 20 months ago in Omro, Wisconsin, then transferred to a superior manufacturing plant in Lomira, Wisconsin. Patriot Taxiway president and vetrepreneur, Steven A. Smits, who served in the U.S. Air Force and is still enlisted in the Air National Guard, had a lot weighing on the fulfillment of their first contract. The team comprised of more than 70% veterans, produced and delivered all 2,000 remotely controlled lighting systems on schedule to their international destinations. Smits credited their manufacturing efficiency and the quality of the LED products they provide to the veterans and other team members.
“Their experience, dedication and commitment to a quality product are what helped this company deliver on a $7.7 million contract,” Smits said.
The company’s proficient work was acknowledged in January’s Vetrepreneur, a magazine geared toward building veteran businesses in the United States.
Vice President of Patriot Taxiway, Kevin McDermott, cited the company’s dedication to using all resources available to small business, and associating themselves with their market and competitors as reasons for the company’s success.
He also said, “We are a small business in the eyes of the federal government, and we are aggressive in satisfying the requirements of the Buy American Act (BAA). We are one of the few manufacturers building LED lighting systems here in the US.”
Patriot Taxiway has little doubt they can succeed in such competitive times after successfully completing such a large scale project. With completion of their first extensive contract under their belts, the company is now looking to additional opportunities for more extensive jobs in the future.

Debunking the Myths of Successful Government Sales
National Webinars Teach Successful Sales Strategies in 500 Billion Dollar Market
Feb 17, 2010 Washington DC. The Government Contracting: Debunking the Myth of Successful Government Sales national webinar series is designed to teach contractors which sales strategies will best connect them with those key decision makers, how to avoid the common mistakes many businesses make when approaching the government, and how to proactively take advantage of upcoming sales opportunities. Two class levels, Basics and Advanced, will ensure that participants learn what they need to know. Each series includes three one-hour webinars. Contractors may sign up for one or both series or for an individual webinar.
Regardless of economic conditions, the federal government buys over 500 billion dollars in goods and services from large and small businesses. But knowing that the federal government is buying and actually getting it to purchase are two entirely different things. This webinar series will show exactly how businesses can push past the massive government wall and access the key decision makers.
Contractors will be able to download each webinar individually or as an entire series to their own computer. The ability to listen to a webinar and its content on demand (unlimited access--as many times as needed) is vital to a business’ success in this market. The content is then available for reference whenever needed to support a company sales plan or to share with an internal sales team.
Expert Speakers include Gloria Berthold Larkin of TargetGov and Beth Goldstein of Marketing Edge Consulting Group.
Beth Goldstein is the author of The Ultimate Small Business Marketing Toolkit (McGraw-Hill), and President of Marketing Edge Consulting Group. She has empowered hundreds of entrepreneurs and companies to create successful marketing and sales programs. Consultant, nationally recognized speaker, and educator, Beth focuses on answering the questions that keep business owners up at night. In addition to consulting, Beth is the Lead Instructor for the SBA Emerging 200 (e200), a15-state, program designed to help inner city entrepreneurs strengthen and grow their existing businesses. She has been instrumental in developing the 9-month curriculum and currently teaches the business accelerator program in Massachusetts. She can be reached at beth@m-edge.com or 508.903.0976 or found online: www.m-edge.com.
Gloria Berthold Larkin is the President of TargetGov and the national Procurement Committee Co-Chair for Women Impacting Public Policy. She is an expert at government procurement and related business development and marketing services including minority certification services, contract development, GSA Schedules, proposal management and development, contract administration and federal contracting services.
Costs for the webinars are $49 per class, $99 per series, or $188 for both series. Visit www.targetgov.com or call toll-free at 1-866-579-1346 for more information.

The National Alliance of African American Chambers (NAAAC) & TargetGov Join Together to Provide Government Contracting Training Opportunities
Minority Firms Open Door to Billions in Government Contracts
The first of a year-long series of national teleconferences to win federal contracts starts January 27, 2010. These teleconferences are hosted by the National Alliance of African American Chambers (NAAAC) & TargetGov and are open to all entrepreneurs nationwide.
“Given the economy and the reality of today's business environment, it is essential that Black enterprises increase their revenues and customers. Being successful in Federal contracting, which can be a significant growth strategy, can do both!” says Clayton Hammond, Chairman of the NAAAC. “In order to assist entrepreneurs in being successful in Federal contracting, the leadership of the NAAAC felt it was essential to develop a resource that would teach entrepreneurs the necessary skill sets and insights. To develop such a resource, the NAAAC partnered with TargetGov to develop this year-long series of teleconferences. As the series is front loaded with invaluable information, an entrepreneur need not wait until the series is completed to pursue contracting opportunities. While this resource was developed by the NAAAC, it is open to any entrepreneur that wants to learn how to be successful in Federal contracting.”
By attending this series of teleconferences participants will listen to experts in the industry as they share their experience – their successes and their failures, learn the language of government contracting, become familiar with the various federal resources and programs available to help them get started, and determine how to best focus the company’s efforts towards success. In addition, participants will learn the specific documents needed to effectively market their company, recognize the unique accounting rules required of government contractors, become aware of opportunities to team with other companies in the federal contracting market, realize the unique timeline of government contracting, and understand the keys to getting in the door with the real decision makers.
All teleconferences will be held on the fourth Wednesday of each month at 10:00 am PST, 11:00 am MST, noon CST and 1:00 pm EST. Participants will not only hear the expert speakers, but will also receive an exclusive Toolkit created specifically for each individual teleconference. Government Contracting Crystal Ball: Predictions for 2010
It is often said that Maryland businesses are insulated from the economic downturn that much of the U.S. has recently experienced because we have the benefit of a federal contracting economic engine in our backyard.
According to the federal web site USASpending.gov, in 2002, Maryland-based firms saw $17 billion in revenues from federal contracts. Last year, that figure exploded to more than $30 billion. What do I see happening in 2010 in the federal contracting market?
Prediction #1
Maryland firms will win more than $40 billion in federal contracts in 2010. This extraordinary growth will be funded by the unusual convergence of three buckets of money: the regular annual federal "spend," the rest of the Recovery Act spending and BRAC-related spending.
Prediction #2
Health care changes will fuel a tremendous growth in information technology spending through the Department of Health and Human Services. Funding is in place now from the Recovery Act to begin aggressive changes in 2010.
Prediction #3
The majority of contracts will go to firms that are on existing "vehicles" like GSA Schedules, Government-Wide Acquisition Contracts (GWACs) and Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts.
Prediction #4
Contracting becomes more costly for small firms due to the heavy use of teaming agreements and multiple-award contract vehicles. It will be more difficult for small firms to pursue the federal market unless they plan an effective strategy for teaming opportunities.
Prediction #5
Social networking and communication sites such as LinkedIn, Twitter and Facebook make great advances in how they are used by both government and the private sector to disseminate information, search for employees, find teaming partners and even develop new products and services and receive feedback.
